T BAILEY LLC provides full-scope pre-primed plate fabrication from our Anacortes, Washington facility, where blast cleaning, primer application, and steel fabrication all happen under one roof. With decades of heavy industrial experience, our team produces pre-primed steel plate built to withstand long storage, demanding transit conditions, and aggressive downstream fabrication. By keeping every phase on a single campus, we eliminate the handoffs and schedule risks that come with sending material to a third-party coatings provider, giving engineers, project managers, and estimators a reliable single source across the Northwest, West Coast, and beyond.
What Is a Pre-Primed Plate?
A pre-primed plate is a steel plate that has been blast-cleaned to a specified surface profile and coated with a protective primer before it enters fabrication or arrives on the job site. The blast removes mill scale, rust, and contaminants down to bare steel, typically to an SSPC commercial or near-white blast cleaning standard, which gives the primer a clean profile to bond to. The primer is selected to be compatible with downstream welding, cutting, and finish-coat application, so fabricators can work the prime plate without removing the coating across the entire surface.
For projects with long lead times, extended outdoor storage, or aggressive coastal environments, this approach protects the substrate from the moment it leaves the mill until it is integrated into the final assembly. Our process aligns with SSPC surface preparation standards, ensuring the coating system performs as specified.
Pre-Primed Plate Capabilities & In-House Process
Our 14,000-square-foot industrial coatings facility is co-located with the fabrication shop in Anacortes, so material moves directly from receiving to surface preparation without leaving the property. The facility handles preplate fabrication at scale, including plate components weighing up to and over 100,000 pounds, moved through the workflow on a dedicated rail system that connects the blast room, primer application stations, and curing area.
Surface preparation is anchored by our automated Wheelabrator shot blast system, one of the few vertical Wheelabrators operating in Washington State. The system delivers a consistent SSPC-grade blast profile across both sides of the plate at significantly higher throughput than manual blasting, and a built-in shot-recovery loop allows continuous operation without periodic shutdowns. For components too large to pass through the Wheelabrator, our 30-foot by 110-foot manual blast booth provides equivalent surface prep capacity.
Once the blast profile is established, the prime steel plate moves directly into primer application, where the specified coating system is sprayed under controlled shop conditions. Material is then cured, inspected, and prepared for shipment or downstream fabrication. This integrated workflow, supported by our full steel fabrication services, reduces schedule risk and protects coating integrity from blast to delivery.
Pre-Primed Plates Advantages
Pre-primed plate offers distinct advantages for industrial projects where schedule, durability, and coating quality matter to the final outcome. The benefits of pre-primed plate become especially clear on large fabrication scopes, where field-priming introduces environmental variables, weather delays, and quality-control challenges that are difficult to manage outside a controlled shop. Our workflow delivers four primary advantages:
- Faster downstream fabrication: Because the material arrives already cleaned and primed, fabricators can move directly to cutting, forming, and welding without the surface prep steps that would otherwise be required at the next stage.
- Corrosion protection in storage and transit: A shop-applied primer resists flash rust, oxidation, and weather exposure during the time between fabrication and final assembly, which can stretch into months on large infrastructure projects.
- Controlled shop-applied coating quality: Applying primer in a climate-controlled shop produces consistent film thickness, adhesion, and cure conditions that field application cannot match, particularly in marine and coastal environments.
- Reduced project schedule risk: Moving the priming step into the controlled shop environment removes a weather-dependent task from the field schedule, which protects downstream activities like erection, welding, and finish coating from delays.

Coatings & Material Options
The primer system used on a pre-primed steel plate is selected based on the downstream fabrication process, the service environment, and the finish coating system specified by the project engineer. We commonly apply weldable shop primers, zinc-rich primers for high-corrosion environments, and epoxy primer systems where extended atmospheric exposure or aggressive chemical service is expected. Each system is matched to the project requirements rather than applied as a default, and our coatings team works directly with the project specification to confirm compatibility with subsequent topcoats. For projects that move into full finish coatings, our industrial coatings services cover the complete downstream system, including thermal-spray metallizing and plural-component coatings.
Pre-Primed Plate Cost Considerations
Buyers and project managers often ask how much a pre-primed plate cost should run for their scope, and the answer is that pricing varies based on several project-specific factors. The largest cost drivers are plate thickness and overall dimensions, since heavier material requires more handling and longer blast cycles, followed by the surface preparation standard required, which determines how aggressive and time-intensive the blast operation will be. The specified primer system also influences cost, with zinc-rich and high-performance epoxy systems typically priced above standard shop primers. Total square footage, shipping logistics, and any special handling requirements round out the cost picture. We provide itemized pricing per project so buyers can see how each factor contributes to the final number.
Industries & Applications
T BAILEY LLC supplies pre-primed plate across a broad range of industrial sectors, including water and wastewater storage tanks, oil and gas storage facilities, marine and dockside infrastructure, hydroelectric and energy projects, and government and DOT contracts. Typical applications include tank shell material, structural members for industrial buildings and bridges, pressure vessel components, and large fabricated assemblies that benefit from a shop-applied primer before field erection. Our steel construction capabilities extend the workflow into full fabrication, on-site assembly, and turnkey project delivery for buyers who need a single source for the complete scope.
Why T BAILEY LLC
T BAILEY LLC is more than a coatings shop. We are a fully integrated industrial fabrication partner with the equipment, certifications, and experience to deliver at scale.
- Single-source delivery: Surface preparation, primer application, fabrication, testing, and shipping all operate under one quality program and one project team at our Anacortes campus.
- Large-scale capability: Our vertical Wheelabrator, 14,000-square-foot coatings facility, and 100,000-pound handling capacity allow us to process projects that exceed the capacity of most regional providers.
- Deep-water port logistics: Our proximity to a deep-water port in Anacortes gives clients the option to ship large orders by barge or truck.
- Certified quality control: All welding and fabrication processes are monitored by an AWS Certified Welding Inspector and a CWB Certified Welding Supervisor, and coatings work is performed under NACE-certified oversight.
- Decades of heavy industrial experience: Since 1991, we have delivered pre-primed and coated plate components for water, oil and gas, marine, infrastructure, and government projects across the western United States.
